"All-seeing eye" and Pyramid does not mean "Surveillance" it means "eye of the beholder" the exact opposite of surveillance  The unfinished pyramid doesn't mean "work in progress". It symbolises the instinct and draw towards that which is yet unknown and unrealised, by that which is known and self aware. It is the will and desire to create, within creation. The farmers desire to clear land and plant a field. The artists desire to paint on black canvas. The musicians desire to fill silence  It relates to what is understood in the mysteries to be that which promotes intelligence  "That which from the unknown expanses of our heavens, comes to be the known reality of our Earth" The Sumerians referred to this understanding as "Anunnaki".
